我国教育行政权力变迁70年:以浙江省为例

摘要 简政放权作为教育行政权力划分的重要内容和教育改革的突破口,是教育治理体系与治理能力现代化的重要价值诉求和重要攻关方向。作为中国教育改革和发展的重要试点省份,浙江省教育行政权力的变迁随着国家权力的变化而变化。运用政策分析的方法,以中华人民共和国成立70年来的政策文本、政府工作报告为样本进行分析与解读,从历史回声、现实困境、发展趋势三个层面提炼了浙江省的教育行政体制改革过程中权力变迁的基本趋势和特点,并在分析权力“放乱”怪圈原因的基础上提出了统筹规划、赋权赋能、服务为本、共享共治、依法治理等建议,以期为当下浙江省教育治理的现代化提供借鉴。 As an important content of power division in educational administrative system and a breakthrough of the education reform,streamlining administration and delegating power is an important value demand and a key direction towards modernization of educational governance system and capacity.Zhejiang is an important pilot province of Chinese education reform and development.The power change of its administrative system evolves and develops along with the power change of China’s educational administrative system.Adopting policy analysis,this paper uses relevant policy documents from the government and government work reports since the founding of the People’s Republic of China as samples.Through the analysis and interpretation,this study outlines the basic trends and characteristics of the power change in the process of educational administrative system reform in Zhejiang from three aspects:the historical echo,the practical dilemma and the development trend.Then,based on the analysis of the reasons of the power“disorder”cycle,this paper puts forward some suggestions,including overall planning,empowerment,service orientation,shared governance and legal governance in the hope of providing reference for the modernization of educational governance in Zhejiang.
