基于数据包络分析的广西卫生资源配置效率评价

Evaluation of Guangxi health resources allocation efficiency based on data envelopment analysis

目的分析广西卫生资源配置效率情况,为制定区域卫生规划提供依据。方法采用数据包络分析(DEA)模型对2015年、2018年广西14个地市的卫生资源以及2010~2018年广西全区的卫生资源进行配置效率分析。结果2015年柳州市、桂林市和百色市卫生资源配置效率为DEA有效,2018年柳州市、桂林市、河池市卫生资源配置效率为DEA有效。2010年和2013年广西卫生资源配置效率为DEA相对有效,且规模收益不变,其余为DEA弱有效或相对无效。2010~2018年全区、2015和2018年各地级市的分析结果均提示存在不同程度的投入指标冗余、产出不足的现象。结论广西卫生资源配置存在利用效率不足,规模不合理等现象,需要进一步提高管理水平,优化配置结构,提高卫生资源配置效率。

Objective To analyze the efficiency of health resources allocation in Guangxi so as to provide the basis for formulating regional health planning.Methods The data envelopment analysis(DEA)model was used to analyze the efficiency of health resources allocation in 14 prefecture-level cities of Guangxi in 2015 or 2018 as well as throughout Guangxi during 2010 and 2018.Results In 2015,the efficiency of health resources allocation in Liuzhou City,Guilin City and Baise City was defined as DEA effective,and in 2018,the efficiency was defined as DEA effective in Liuzhou City,Guilin City and Hechi City.In 2010 or 2013,the efficiency of health resources allocation in Guangxi was DEA effective relatively,with constant returns to scale,and the rest exhibited weak efficient or relatively ineffective DEA.The analysis results of the whole autonomous region between 2010 and 2018,and of prefecture-level cities in 2015 or 2018 all indicated that there were redundant input indicators and insufficient output to varying degrees in Guangxi.Conclusion There are some problems in the allocation of health resources in Guangxi,such as insufficient utilization efficiency and unreasonable scale.It is necessary to further increase management level,optimize allocation structure and improve the efficiency of health resources allocation.
