Effect of the New Western Land-sea Corridor and Corresponding Regional Cooperation Mechanism

西部陆海新通道是新时期我国推进全面开放的重大战略工程,其大规模利用将对我国西部地区和所跨接的经济体产生重要经济影响。通过构建全球多区域可计算一般均衡模型模拟发现,西部陆海新通道有利于深化我国同"一带一路"沿线国家的经贸合作,对东南亚等地区的正面经济刺激较大,对拉动我国西部地区经济增长也具有显著作用。陆海新通道建设在国内和国际上均涉及多方利益主体,需要建立相应的区域协作机制。在国内层面,要打造西部地区抱团出海模式,有效平衡区域利益关系;在国际层面,要将通道建设纳入"一带一路"框架之下,深化我国与东南亚等主要受益地区的合作,加强我国西部地区同通道沿线国家的次区域合作。

The New Western Land-Sea Trade Corridor is a strategic project which can promote opening of China in the new era. It will have important economic impacts on the western region of China and the economies along the corridor. By building a global multi-regional Computable General Equilibrium modeling system, the author found that the corridor is conducive to deepening the economic and trade cooperation between major countries along the Belt and Road, and has a positive impact on Southeast Asia and other regions, and has a significant effect on stimulating economic growth for the western region of China. The construction of the corridor involves multi-stakeholders both domestically and internationally, and it is necessary to establish an effective regional cooperation mechanism. Domestically, the western region of China should unite to use the corridor, and should effectively balance provincial interests. Internationally, it is necessary to integrate the construction of the corridor into the framework of the Belt and Road, strengthen cooperation with major beneficiaries such as Southeast Asia, and strengthen the Sub-regional cooperation between countries along the corridor and the western provinces of China.
