FAIR原则背景下国际出版集团的数据政策和实践

Policy and practice concerning implementation of FAIR principles by international publishing groups

【目的】总结和归纳国际出版集团推动数据开放共享和复用的政策、实践,以及推行FAIR原则的具体举措,以期为国内期刊提供参考。【方法】以Springer Nature、Taylor&Francis、Wiley以及Elsevier为案例,通过网络信息扫描、邮件沟通和直接交流等方式开展调研和信息采集。【结果】国际出版集团采用分层级的数据政策,便于更多期刊根据实际情况选择适合自己的政策。在实践层面,采取从小及大、由少到多、逐渐推行的相对缓和方式。在FAIR科学数据管理原则被越来越多机构接受时,出版机构在推进数据FAIR化方面也进行了初步尝试。【结论】出版机构在推进数据FAIR化方面仍然面临诸多挑战,这些挑战与数据存储基础设施对FAIR原则的支持能力密切相关。

[Purposes]This paper aims to summarize the policy and practice concerning the data openness,sharing,and reuse,as well as the FAIR principles by international publishing groups.[Methods]International publishing groups including Springer Nature,Taylor&Francis,Wiley,and Elsevier were taken as examples to conduct the research and information collection by means of web information scanning,e-mail communication,and direct communication with publishing group staff.[Findings]The international publishing groups adopt a hierarchical data policy,which facilitates more journals to choose their own policies according to the actual situation.On the practical level,a relatively moderate way from small to big,from less to more is used.They also have made preliminary attempts to promote the FAIR of data.[Conclusions]Publishers still face many challenges in promoting the FAIRness of data,and these challenges are closely related to how well data infrastructures follow and support the FAIR principles.
