On Promoting the High-quality and Innovative Development of Higher Vocational Colleges via Scientific Planning of the 14th Five-year Plan

“十四五”是我国开启新征程、向第二个百年奋斗目标进军的起步期。科学谋划“十四五”对高职院校的发展意义重大。本文在系统文献与案例研究的基础上,深入剖析规划编制的基础条件,从精准办学定位与目标、聚焦重点任务和重点项目、强化宣传保障与狠抓落实三个层面进行了系统思考,为高职院校“十四五”规划的科学编制与落地实施提供思路与借鉴。

The 14th Five-Year Plan is the starting period for China to start a new journey and march towards the second Centennial goal.Scientific planning for the 14th Five-Year Plan is of great significance to the development of higher vocational colleges.On the basis of systematic literature and case studies,this paper deeply analyzes the basic conditions of planning compilation,from the accurate school orientation and objectives,focus on key tasks and key projects,strengthen publicity and guarantee,and pay close attention to the implementation of the three levels of systematic thinking,it provides ideas and references for the scientific compilation and implementation of the 14th Five-Year Plan in higher vocational colleges.Keywords:higher vocational college;the 14th Five-Year Plan;development planning;innovative development.
