移动性管理的国际实践与理论研究综述

Review of International Practice and Theoretical Exploration of Mobility Management

移动性管理是一种新的交通治理范式。与传统自上而下的刚性管控政策不同,移动性管理强调自下而上的渐进式改良,针对特定区域或群体提出针对性柔性引导政策,引导出行者的行为及态度改变。首先,梳理移动性管理在全球的发展概况;其次,从分类、技术手段和理论支持等方面进行综述;最后,提出我国移动性管理可以考虑采用社会实验的方式。研究结论对于后疫情时期持续有效推进公交优先战略具有参考价值。

Mobility Management is a new paradigm for transport governance.Different from the traditional rigid control policy from top to bottom,mobility management emphasizes gradual improvement,and proposes targeted flexible guidance policies for specific regions or groups to guide travelers’behavior and attitude and change to more sustainable travel behavior.Firstly,this paper sorts out the global development of mobility management in the time dimension.Secondly,it summarizes mobility management in terms of classification,technical means and theoretical support.Finally,proposing that China’s mobility management can consider the use of social experiments.The research conclusions have reference value for the continuous and effective promotion of the public transportation priority strategy in the post-epidemic period.
