摘要
构建创新型科技人才分类评价指标体系,对于完善创新型科技人才培养与发展管理的体制机制,加快建设人才强国具有重要意义。本文在创新型科技人才内涵和特征研究基础上,将创新型科技人才划分为基础研究类、应用与技术开发类、创新创业类,利用文献分析法和问卷调查法,针对不同类型的创新型科技人才,构建了以素质特征、能力特征和绩效特征为一级指标,基本素质、知识结构、人格特质、经验资历、创新能力、管理能力、创新成果、社会认可、实际效益为二级指标的人才分类评价指标体系,并提出人才分类评价相关建议。
The construction of the classified evaluation index system of Innovative Scientific and Technological Talents is of great significance to improve the system and mechanism of the cultivation and development management of Innovative Scientific and Technological Talents,and to speed up the construction of talents strategy for powerful nation.Based on the research of the connotation and characteristics of Innovative Scientific and Technological Talents,this paper divides Innovative Scientific and Technological Talents into three groups,including basic research,application and technology development,innovation and entrepreneurship.By using the methods of literature analysis and questionnaire survey,aiming at different types of Innovative Scientific and Technological Talents,this paper constructs an evaluation index system.The first level indexes are quality characteristics,ability characteristics and performance characteristics,and the second level indexes are basic quality,knowledge structure,personality,experience,innovation ability,management ability,innovation achievement,social recognition and actual benefit.Then some suggestions related to the classified evaluation of Innovative Scientific and Technological Talents are put forward.
