摘要
2018年以来,国家层面出台了一系列科技人才评价改革文件,提出了分类评价、破“四唯”、避免与物质利益过度挂钩等一系列改革举措,着力转变科技人才评价导向。由于改革文件密集、政策条款多、内容复杂,对基层单位落实文件带来了难度。本文以现行的科技人才评价相关文件为依据,从评什么、怎么评、谁来评、怎么用4个方面探讨了对重点、难点、热点改革举措的理解和认识,以期为更好推动改革落实提供新思路。
The China government has formulated and implemented a series of policies and measures in the reform of evaluation about scientific and technological talents since 2018,such as classified evaluation,breaking the"four-only",avoiding evaluation and benefit tied too close.The government is making effort to guide the evaluation of scientific and technological talents in right way.With many of the policies and terms needed to be understood and implemented,the complexity of evaluation may be challenging for local institution.Base on current policies about evaluation of scientific and technological talents,this paper discussed the perceptions of key,hard and hot reform initiatives in four aspects:what to evaluate,how to evaluate,who lead evaluate and how to use the result of evaluation,hoping to provide new ideas for promoting the reform.
