中国共产党农村治贫的百年探索:演进、经验与世界意义

Centennial Exploration of the Communist Party of China in Addressing Poverty in Rural Areas: Evolution,Experience and Significance for the World

基于历史科学的诠释思路,实现对中国共产党农村治贫百年探索的政治经济学解读与"四维透视",即对其"历史—空间""革命—建设""动员—制度"以及"社会经济事实—共同体形态"的辩证透视。中国共产党立足于时代使命,深入剖析农村经济事实的基本面貌与变革趋向,科学谋划农村治贫的政策策略,并不失时机地推动农村治贫政策的战略迁移。中国共产党探索出贯穿生产方式全过程的治贫格局,构建了全方位的治贫协同机制,形成了"党建+"的立体化农村治贫生态。我国的农村治贫道路具有重要的世界意义:矫正资本逻辑下的农村贫困循环,超越了资本主义贫困治理的制度瓶颈;为发展中国家的农村治贫贡献中国智慧,推进了全球减贫进程;铺就消除"三大差别"的现实道路,推进了人类命运共同体建设。

Based on the interpretation of historical science,this paper realizes the political economic interpretation of the CPC’s centennial exploration in addressing poverty in rural areas from four dialectical perspectives of " history-space", " revolution-construction", " mobilization-system" and " socioeconomic fact-community form". Shouldering the missions of the new era,the Communist Party of China deeply analyzes the basic features and changing trends of rural economic facts,makes scientific planning policies and strategies for rural poverty control,and loses no time to promote the strategic changes of rural poverty control policies. The Communist Party of China has explored the pattern of poverty control throughout the whole process of production mode,constructed an all-round cooperative mechanism of poverty control,and formed a three-dimensional rural poverty control ecology of " Party Building Plus". China’s road to rural poverty control has important significance for the world. It corrects the rural poverty cycle under the logic of capital,and surpasses the institutional bottleneck of capitalist poverty control;it contributes Chinese wisdom to rural poverty control in developing countries and advances the global poverty reduction process;it paves a realistic road to eliminating the " three major differences" and promotes the building of a community with a shared future for mankind.
