摘要
基于系统论,按照投入、处理、产出和环境的关系逻辑构建包含科技创新环境、科技创新投入能力、科技创新实施能力和科技创新产出能力4个一级指标和25个二级指标的珠三角城市科技创新能力评价指标体系;采用标准差法、TOPSIS法和TOPDIS法构建组合模型,运用珠三角9市2018年和2019年有关数据平均值对各城市的科技创新能力进行评价,并分析其科技创新能力提升改进路径。研究发现:珠三角各市的科技创新能力差异较大,广州科技创新环境最好,深圳科技创新投入能力、科技创新实施能力和科技创新产出能力排名均为第一;各城市提升科技创新能力的首要因素中,广州和深圳分别要考虑PCT国际专利申请量和本科院校重点学科数,佛山、珠海等其他地市均要以创业投资引导基金额为首要考虑因素。基于实证结果,从科技创新资源共建共享、科技投入保障和差异化科技创新能力提升机制构建等方面,提出促进珠三角城市科技创新能力提升的对策建议。
Based on the system theory,according to the relationship logic of input,processing,output and environment,this paper constructs the evaluation index system of urban science and technology(S&T)innovation ability in Pearl River Delta,including 4 primary indicators of STI environment,STI input capacity,STI implementation capacity and STI output capacity,and 25 secondary indicators;then constructs combination model by standard deviation,TOPSIS and TOPDIS method to evaluate the S&T innovation ability and improvement path of 9 cities in the Pearl River Delta by using its average data form 2018 to 2019.The research finds that the 9 cities have great difference in scientific and technological innovation ability,of which Guangzhou’s S&T innovation environment is the best,Shenzhen’s S&T innovation input capacity,S&T innovation implementation capacity and S&T innovation output capacity are ranked first;among the most important factors to improve the S&T innovation ability of each city,Guangzhou and Shenzhen should consider the number of PCT international patent applications and the number of key subjects in undergraduate colleges and universities,Foshan,Zhuhai and other cities should take the amount of venture capital guidance fund as the primary consideration.Based on the empirical results,the paper puts forward some countermeasures and suggestions to promote the improvement of S&T innovation ability in Pearl River Delta city from the aspects of co-construction and sharing of S&T innovation resources,S&T investment guarantee and the construction of differentiated S&T innovation ability enhancement mechanism.
