摘要
面向以前瞻性基础研究为主和支撑人才培养、学科建设的高校科研评价有其特殊性,传统的同行评议法、文献计量法等科研评价方法存在许多局限,难于准确判断其科学价值,为此,通过分析国内外相关文献,探讨大数据在高校科研评价中的价值和适用环节。研究表明,大数据在高校科研评价中的应用,具有采集非结构化和半结构化数据、挖掘隐性和滞后性科学价值、提高处理速度和实现可视化表达、促进科研评价方法和方法论创新发展等强大功能和应用价值,且在实现高校科研功能多重性的数据提取、科研重心基础性的学术价值判断、科研成果价值非显性的数据挖掘和围绕破除"SCI至上"、聚焦"五大价值"的导向性指标体系构建等环节功能突显、适用性强。最后强调提出高校科研评价要防止沦为"数据万能"的陷阱,对运用大数据开展科研评价应加以调节和控制。
The scientific research evaluation of colleges and universities,which is mainly oriented to forward-looking basic research and supports the cultivation of talents and discipline construction,has its particularity;there are many limitations in the traditional methods of peer review and bibliometrics,so it is difficult to accurately judge its scientific value.The research shows that the application of big data in scientific research evaluation in colleges and universities has the powerful functions and application value of collecting unstructured and semi-structured data,mining hidden and lagging scientific value,improving processing speed and realizing visual expression,and promoting the innovation and development of scientific research evaluation methods and methodologies,moreover,it features prominent,strong applicability in the following links such as realizing the data extraction of multiple functions of scientific research in colleges and universities,basic academic value judgment of the center of scientific research,data mining with nonsignificant value of scientific research achievements,and the construction of guiding index system around breaking down"SCI first"and focusing on"five values",etc.Finally,the paper emphasizes that the scientific research evaluation in colleges and universities should prevent from falling into the trap of"data omnipotence",and the use of big data to carry out scientific research evaluation should be regulated and controlled.
