摘要
针对目前大气污染治理中污染物排放权管控目标函数设定单一状况,设计一种新的大气污染物排放权跨区域弹性管控模型。基于公平性、效率和可行性原则,首先对模型构建作出3个基本假设,设定大气污染物排放权的配额总量和管控路径,确定管控目标函数,包括企业目标函数、公平性函数和政府目标函数,构建跨区域弹性管控模型;然后将多目标管控模型转换为单目标模型,并确定模型的约束条件,采用层次分析法计算指标权重,求解模型的最优解;最后以广州市南沙区某垃圾焚烧厂大气污染影响区域的协同治理为例进行实证,结果表明,与其他文献方法相比,运用该模型方法对大气排污权管控后,案例区域的大气污染物排放量削减更多。
In view of the single objective function setting in air pollution control,a new inter regional flexible control model of air pollution emission right is designed.Based on the principles of fairness,efficiency and feasibility,this paper first makes three basic assumptions for the model construction,sets the total quota and control path of air pollutant emission rights,determines the control objective function,including enterprise objective function,fairness function and government objective function,and constructs a cross regional flexible control model.Then,the multiobjective control model is transformed into a single objective model,and the feasibility is confirmed.Finally,taking the collaborative governance of the air pollution affected area of a waste incineration plant in Nansha district of Guangzhou as an example,the results show that compared with other literature methods,after using the model method to control the air emission rights,the air pollutant emissions in the case area are reduced more.
