Innovative Mechanism of Digital Water Governance in Ningxia

数字治水是融合物联网、云计算和人工智能等现代信息技术对水资源和水生态系统进行精准化治控的治水新模式,可为水资源的可持续利用提供科学的综合决策、精准的协同监管以及便捷的公共服务。从节水优先、强化监管和市场发力三个层面,解析新时期水利发展改革对数字治水的需求;并以宁夏为例,提出宁夏数字治水的创新机制,包括面向全链条节水的水利供应链数字化创新机制;面向全过程监管的严格水管理信息化创新机制;基于全要素水价落实水权配置的市场化创新机制,以期为推进我国的数字治水提供案例和思路借鉴。

Digital water governance is a new water governance model that integrates modern information technologies such as the Internet of Things,cloud computing and artificial intelligence to accurately control water resources and water ecosystems.It can provide scientific comprehensive decision-making and precise coordination for the sustainable use of water resources Supervision and convenient public services.This article analyzes the need for digital water governance in the new era of water conservancy development and reform from three levels of water conservation priority,strengthening supervision and market force;and taking Ningxia as an example,proposes an innovative mechanism for digital water governance in Ningxia,including water saving for the entire chain Water conservancy supply chain digital innovation mechanism;strict water management informatization innovation system for whole-process supervision;market-oriented innovation mechanism for implementing water rights allocation based on all-factor water prices,in order to provide cases and ideas for the promotion of digital water governance in my country.
