Study on the Moderation of Government Subsidies in PPP Model Based on Shapely Value

由于基于Shapely修正值的PPP模式政府补贴的适度性模型,全面考虑到贡献程度、合同执行程度、投资比重以及承担风险大小这4个重要变量对PPP模式政府补贴的综合影响,政府补贴方案将更具科学性和公平性。研究对于PPP模式中政府补贴如何补、补多少具有重要的指导作用,为PPP模式在广泛实践中解决政府补贴量化问题提供了一定的理论依据,有利于充分发挥社会资本参与PPP模式建设的积极性,促进PPP模式的顺利推进。

Based on shapely modified value,the government subsidy model of PPP model is more scientific and fair,and has important guidance for how and how much government subsidy in PPP model,because the comprehensive influence of four important variables,contribution degree,contract execution degree,investment proportion and risk-taking,on the government subsidy of PPP model is taken into account.It provides a theoretical basis for solving the quantitative problem of government subsidies in the extensive practice of PPP mode.The research result will be able to give full play to the enthusiasm of social capital to participate in the construction of PPP mode,which is conducive to the smooth promotion of PPP mode.
