绿色技术创新对医疗卫生条件存在选择性偏好吗? 被引量:2

摘要 自由市场传统经济环境中绿色技术创新往往不足,什么因素更有利于激励绿色技术创新,创新地条件是否会对绿色技术创新产生偏向性影响,现有研究并未形成共识。利用2007—2013年中国184个地级城市面板数据,以碳排放衡量非期望产出,测算绿色全要素生产率表征绿色技术创新,检验创新地特征尤其是医疗卫生条件对绿色技术创新的可能性后果。结果发现:绿色技术创新激励存在条件依赖且选择性偏好表现出异质性,即医疗卫生条件越优的城市的绿色技术创新越强,且不同行政级别、不同富裕程度和不同地域的城市的医疗卫生条件对绿色技术创新的影响程度不同。这可能源于医疗卫生条件更优的城市更有利于健康人力资本的积累,能够正向激励绿色技术创新进而更利于城市朝绿色技术创新方向转变。 Green technology innovation tends to be inadequate in a traditional free market economy.What factors are more conducive to stimulating green technology innovation?There is no consensus among existing studies as to whether conditions of an innovative region will have a biased effect on green technology innovation.Using panel data of 184 prefecture⁃level cities in China from 2007 to 2013,we characterize green technology innovation by measuring green total factor productivity with carbon emissions as the measure of non⁃desired output,and examine the likely consequences of innovation region′s characteristics,especially health care conditions,on green technology innovation.The results find that there is condition dependence and heterogeneity in the selective preferences of green technology innovation incentives.In other words,green technology innovation is stronger in cities with better health care conditions,and the degree of influence of health care conditions on green technology innovation varies across different administrative levels,affluence levels,and geographic locations.This could be attributed to the fact that cities with better health conditions are better positioned to attract health care professionals and resources,which positively stimulates green technology innovation and thus is more conducive to the transformation of cities towards green technology innovation。
