EPC工程总承包模式在财政投融资工程项目应用研究

Research on the Application of EPC Project General Contracting Modein Financial Investment and Financing Projects

从EPC工程总承包模式定义、福建省及厦门市EPC工程总承包政策趋势、EPC模式应用分析、EPC模式风险分析等四个方面进行简要阐述,总结出厦门市财政投融资工程项目通过实施EPC管理模式,实现促进设计优化、节省招标成本、设计与施工协同等方面的优势,全面提升了建设项目的管理品质,从而缩短了项目建设周期,并极大提高了效率,这一做法对促进财政投融资项目管理实现科学化、规范化提供了借鉴。

In this paper,a brief explanation is provided from four aspects:the definition of EPC general contracting model,the trend of EPC project general contracting policies in Fujian Province and Xiamen City,application analysis of EPC mode,risk analysis for EPC mode.And through the implementation of EPC management mode,Xiamen s financial investment and financing projects have realized the advantages of promoting design optimization,saving bidding cost,and coordinating design and construction,which has comprehensively improved the management quality of construction projects,thus shortening the project construction cycle and greatly improving the construction efficiency.This practice provides a reference for government which promote the scientific and standardized management of financial investment and financing projects.
