西藏高等级公路数字化建设现状及发展对策

Current Situation and Development Countermeasures of Digital Construction of High-class Highway in Tibet

西藏自治区高等级公路建设起步晚,2011年7月才结束全区没有高等级公路的历史。与我国东部发达地区相比,西藏高等级公路数字化建设极为落后,影响着全区高等级公路网整体功能的发挥。系统阐述了西藏高等级公路数字化建设现状,深刻剖析存在的突出问题,并以新时代“治边稳藏”和“交通强国”战略为指导,结合我国数字交通发展趋势,从加强顶层设计、完善基础设施、严把建设质量、加大科技攻关、促进创新应用、提升服务品质、人才队伍建设、专项资金保障等8个方面提出了西藏高等级公路数字化发展对策。

The construction of high-class highway in Tibet Autonomous Region started late,and the history of absence of high-class highway in the whole region ended in July 2011.Compared with the developed areas in the east of China,the digital construction of high-class highway in Tibet is still very backward,which seriously affects the overall function of the high-class highway network.In this paper,the current situation of digital construction of high-class highway in Tibet is systematically expounded,the existing outstanding problems are analyzed in-depth,and combined with the development trend of digital transportation in China,the digital development countermeasures of high-class highway in Tibet are put forward from the aspects of focusing on the top-level design,improving infrastructure,strictly control construction quality,strengthening input on scientific technology,promotion of innovation and application,improving service quality and human resource and guarantee special-purpose funding under the guidance of the strategy of“governing the border and Tibet in peace”and“building apowerful transportation country”in the new era.
