黄河流域水系统治理战略研究

Study on the strategy of water system governance in the Yellow River Basin

黄河是中华民族的母亲河,但一直体弱多病,水系统失调。实施黄河流域生态保护和高质量发展国家战略,需要优先调理水系统。系统分析了黄河水系统现状及演变趋势,定量测算了黄河幸福指数,提出了黄河流域水系统治理战略思路、分项策略与措施建议,为实施黄河流域生态保护和高质量发展战略提供参考。

As the mother river of China,the Yellow River has been frail,weak,and lack of balance in water system for a long time.Therefore priority needs to be given to conditioning the water system,to implement the national strategy of ecological protection and high-quality development of the Yellow River Basin.In this paper,the present situation and evolution trend of the Yellow River water system are systematically analyzed,and the river happiness index is quantitatively measured.Overall and sub-item strategies as well as measure suggestions of water system governance are also put forward,so as to provide reference for the implementation of ecological protection and high-quality development strategy in this area.
