Considerations and suggestions on establishment of water right system in China

通过系统梳理文献、调研等对我国水权制度建设进行了回顾,总结了我国水权制度建设过程中存在的问题与不足;结合我国国情水情和时代需求,对我国水权制度建设提出建议。新时代水权制度建设应更加强调水资源的综合调控与协同发展功能,协同健全最严格水资源管理制度以实现水资源高效利用,促进水资源跨区域流动以优化水资源配置,统筹山水林田湖草以实现系统治理,健全水资源治理体系以实现“政府-社会-市场”多方发力。

The paper makes a review on the establishment of water right system in China through literature review and practical research.With consideration of problems and deficiencies,suggestions are made in line with water conditions and needs of the times.Establishment of water right system in the new age requires more emphasis on integrated regulation and coordinated development of water resources,implement strictest water resources management system,so as to achieve efficient utilization of water resources.By optimizing water allocation,it will promote transaction of water across regions.Integration of landscape,forest,field,lake and grass will ensure systematic governance.Perfection of water management system will maximize the role of"government,society and market".
