乡村振兴与脱贫攻坚衔接中村级“小微权力”规范运行

Research on the standardized operation of“small and micro power”in rural revitalization connection between rural revitalization and poverty alleviation

为研究村级小微权力规范运行在乡村振兴与脱贫攻坚衔接中的重要作用,采用案例研究方法,以山东省派东平县第三轮第一书记扶贫工作实践为研究对象,从村级“小微权力”规范运行视角,构建了农村小微权力“村支两委、第一书记与扶贫工作队”双轨治理主体,在识别归纳工作实践中存在的各类问题及分析其成因的基础上,提出了建立选派第一书记工作长效机制、推行村级小微权力清单制度、提升小微权力规范运行的质量和效率等对策建议,研究结果表明村级“小微权力”规范运行是维护国家长治久安、密切党群关系的重要保障,也是巩固脱贫攻坚成果和推进乡村振兴的重要抓手,对实现乡村振兴与脱贫攻坚无缝衔接,推动乡村振兴行动,建设高质量的小康社会具有重要意义。

For the study of village small micro power code running in the country revitalization and important role in poverty alleviation engines cohesion,and use the case study method,in order to send dongping county of shandong province in the third round,first secretary of the poverty alleviation work practice as the research object,from the perspective of village-level“small micro power”specification operation,build the rural small micro power“the first secretary of the village two committees,and task force for poverty alleviation”dual-track governance body,in the identification of induction work practice,this paper analyses the causes of all kinds of problems and on the basis of the proposed build a long-acting mechanism,select first secretary of the village small list of micro power system,improve small micro power regulating the countermeasures and Suggestions such as the quality and efficiency of operation,Research results show that the village“small micro power”standard operation is closely party-mass relationship to maintain national security and important guarantee,is to consolidate the crucial achievements and promote rural revitalization of important gripper out of poverty,to realize rural revitalization and the crucial seamless poverty,promote rural revitalization action,the construction quality of well-off society is of great significance.
