开发航空医疗救援保险产品必要性和可行性分析及建议——基于海南自由贸易港建设需求视角

随着海南自由贸易港建设步伐加快,开发航空医疗救援保险产品具有明显必要性和可行性。它不仅是保障民生健康的需要、意外事故快速救援的需要、满足人们更高保险需求的需要,更是提升海南旅游品牌的需要,加强海南“一带一路”国际合作的需要。随着海南自贸港低空空域逐步开放、粤港澳大湾区应急救援体系的形成、人们更加关注航空医疗救援及其保险产品,通用航空公司能够提供航空医疗救援服务,保险公司具备开发航空医疗救援保险产品能力。建议政府借鉴国外经验建立自贸港区域航空医疗救援体系,将社会医疗保险作为航空医疗救援保险费来源渠道,降低保险费水平,给予航空医疗救援通用公司政策上支持,为自贸港居民和中外游客生命安全“保驾护航”。

With the acceleration of the construction of Hainan Free Trade Port,it is necessary and feasible to develop aviation medical rescue insurance products.They can not only ensure the health of people’s livelihood,quickly rescue accidents,and meet people's higher insurance needs,but also enhance the tourism brand of Hainan and strengthen the international cooperation under“One Belt and One Road”.With the gradual opening of the low-altitude airspace in Hainan Free Trade Port and the formation of emergency rescue systems in Guangdong,Hong Kong and Macao Bay Area,people pay more attention to insurance products and services in the aviation area.The author suggests that the government learn from foreign experience to establish a regional aviation medical rescue system in our free trade port and take social medical insurance as the source channel of aviation medical rescue insurance premium.
