浅谈对南水北调工程设施保护范围的认识

南水北调工程设施保护范围的合理划定对于保障工程安全运行和调水安全具有决定性作用。保护范围的划定较为复杂,既要限制或禁止威胁工程设施安全的行为,又要不影响周边正常的生产建设活动。在经过开展实地调查和咨询论证,查阅了大量技术资料、对典型设施进行安全计算、参考类似工程法规的基础上,提出了南水北调工程保护范围划定的主要原则,为南水北调工程设施安全保护工作提供参考。
