经济发展对浙江省资源环境及绿色GDP的影响 被引量:3

INFLUENCE OF ECONOMIC DEVELOPMENT ON RESOURCESAND ENVIRONMENT AND GREEN GDP IN ZHEJIANG PROVINCE

摘要 当前人们面临着日益严峻的环境问题和自然资源日渐短缺的现状,如何实现可持续发展成为社会各界广泛关注的焦点.结合浙江省2003-2017年统计数据,从资源环境角度出发,运用TOPSIS综合评价模型,分析了浙江省经济发展对资源环境的影响情况,又引入绿色GDP核算模型,对浙江省2003-2017年的绿色GDP进行核算.结果表明:近15年来浙江省经济发展对资源环境的负面影响,除个别年份出现波动外,整体呈减弱趋势,资源环境保护工作取得成效.2003-2017年浙江省绿色GDP占GDP比重在83.53%~92.82%之间,整体呈上升趋势,且受到绿色GDP增速与GDP增速的影响.自然资源耗减成本占GDP比重下降,但经济发展中仍对能源和水资源的依赖程度较大,建议提高资源综合利用效率. At present,people are facing increasingly serious environmental problems and the growing shortage of natural resources.How to achieve sustainable development has become the focus of widespread concern in all sectors of society.Based on the statistical data of Zhejiang Province from 2003 to 2017,this paper analyzes the impact of Zhejiang′s economic development on resources and environment,and introduces the green GDP accounting model to account for green GDP of Zhejiang Province from 2003 to 2017.The results show that:(1)In the past 15 years,the negative impact of Zhejiang′s economic development on resources and environment,except for fluctuations in individual years,has shown a weakening trend,and resource conservation work has made progress.(2)In 2003-2017,Zhejiang′s green GDP accounted for 83.85%~96.77%of GDP,which showed an overall upward trend and was affected by the growth rate of green GDP and GDP.(3)Natural resources depletion costs account for a decline in the proportion of GDP,but economic development still relies heavily on energy and water resources.It is recommended to improve the comprehensive utilization efficiency of resources.
