协同控制视角下“信息化+”一核多元智慧治理研究

Research on“informatization+”One Core Multi-wisdom Governance from the Perspective of Coordination and Control

城镇化和智慧城市的实施进程不断加快,城市治理的各种问题不断呈现,城市治理方式、效率、创新方面面临挑战,政府一站式治理模式期待改变。"信息化+"一核多元城市智慧治理模式是应对城市治理各种挑战的有效途径,并得到实践的验证。整个城市看作一个综合系统,以协同论和控制论为基础,建立动态治理协同控制系统与评价指标体系,结合改进FCE法分析该模式在多维度下共参主体的不同效益体现,讨论其在不同发展城市应用条件,并得到智慧治理实践价值的若干启示,具有一定借鉴意义。

The implementation process of urbanization and smart cities is accelerating,various problems of urban governance are constantly being presented,urban governance methods,efficiency and innovation are facing challenges,and the government’s one-stop governance model is expected to change.The"informatization+"one-core multi-city smart governance model is an effective way to cope with the challenges of urban governance and has been verified by practice.The whole city is regarded as an integrated system.Based on the synergy theory and cybernetics,the dynamic governance collaborative control system and evaluation index system are established.Combined with the improved FCE method,the different benefits of the model are discussed in the multi-dimensional.The application of different development cities and the enlightenment of the value of wisdom governance practice have certain reference significance.
