Whether Fiscal Decentralization Promotes New Urbanization

通过分析财政分权对新型城镇化发展的影响关系,采用熵权法构建了新型城镇化综合指数,并基于2007—2018年31个省(自治区、直辖市)的面板数据进行了实证分析。研究发现:(1)财政分权对新型城镇化发展具有显著的促进作用,地方政府获得的财政资源越多,新型城镇化发展水平越高。(2)财政分权对新型城镇化的促进作用与新型城镇化的水平呈现反向变动关系。新型城镇化处于较低水平时,财政分权对其的促进作用较大;新型城镇化处于较高水平时,财政分权对其的促进作用较小。(3)财政支出角度的财政分权对新型城镇化的促进作用大于财政收入角度的财政分权的促进作用。(4)东部地区的财政分权对新型城镇化的促进作用较小;相对来说,提高中西部地区的财政分权程度更有利于提高新型城镇化水平。

This paper analyzes the influence of fiscal decentralization on the development of new urbanization,using entropy weight method to construct the new urbanization comprehensive index. And we carry on the empirical analysis based on the panel data of 31 provinces, autonomous region municipality from 2007 to 2018. It is found that:(1)Fiscal decentralization plays a significant role in promoting the development of new urbanization,and the more financial resources the local government obtains,the higher the level of development of new urbanization.(2)The influence of fiscal decentralization on the promotion of new-type urbanization on the level of newtype urbanization is reversed. When the new-type urbanization is at a lower level,fiscal decentralization plays a greater role in promoting it. When the new-type urbanization is at a higher level,fiscal decentralization plays a smaller role in promoting it.(3)Fiscal decentralization from fiscal expenditure perspective promotes new urbanization more than fiscal decentralization from fiscal revenue perspective.(4)Fiscal decentralization in the eastern region has little effect on the promotion of new urbanization;relatively increasing the degree of fiscal decentralization in the central and western regions will be more conducive to raising the level of new urbanization.
