财政分权与中国省际科技—金融耦合效率:抑制还是促进?

Fiscal Decentralization and the Efficiency of China’s Inter-provincial Technology-finance Coupling:Repression or Promotion?

基于三阶段DEA方法对中国30个省(自治区、直辖市)科技与金融系统的耦合效率进行测算,并通过运用非参数核估计方法分析样本时间内省际科技—金融耦合效率的动态演进趋势。实证结果发现,在剔除环境因素前,全国的科技—金融耦合效率普遍较低,个别地区如新疆出现了与经济发展水平不相符的高耦合效率;剔除环境因素和随机干扰后全国整体上的系统耦合效率显著提高,但省际间的耦合效率差异显著,好在两极分化的现象有所缓解,从侧面反映出三阶段DEA测算的耦合效率更符合现实情况,更为客观地反映出各地区科技与金融系统的耦合效率。进一步实证检验发现财政分权在长期上对耦合效率存在显著的促进作用,短期内还需进一步完善分权制度。

The article focused on the coupling efficiency of China’s inter-provincial technology and finance under the background of fiscal decentralization. Based on the three-stage DEA method, the coupling efficiency of science and technology and financial systems in 30 provinces(autonomous regions and municipalities) in China from 2007 to 2019 was measured, and the dynamics of inter-provincial science and technology-finance coupling efficiency were analyzed by using non-parametric kernel estimation methods. The empirical results found that before removing environmental factors, the efficiency of technology-finance coupling across the country was generally low, and individual regions such as Xinjiang showed high coupling efficiency that was inconsistent with the level of economic development;after removing environmental factors and random interference, the overall system coupling efficiency across the country was significantly improved, but the coupling efficiency between provinces differs significantly. Fortunately, the phenomenon of polarization has been eased. It reflected from the side that the coupling efficiency calculated by the three-stage DEA was more in line with the reality and more objectively reflected the technology and finance coupling efficiency of each region. Further empirical tests found that fiscal decentralization had a significant effect on coupling efficiency in the long run, and the decentralization system needed to be further improved in the short term.
