Research on the Transformation and Development of Local Investment and Financing Platforms for Infrastructure

加快推进地方政府的基础设施投融资平台公司市场化转型,既是深化投融资体制改革的关键步骤,也是防范化解地方政府债务风险的重要措施。本文基于西部地区某基础设施投融资平台公司改革探索为例,分析该平台公司现状及面临的困境,提出平台转型应妥善分类处置存量债务、合理配置人力资源、回归市场主体职能、增强自身造血功能等建议,为当前的地方基础设施投融资平台公司转型发展提供参考。

Accelerating the market-oriented transformation of local government infrastructure investment and financing platforms is not only a key step in deepening the reform of the investment and financing system,but also an important measure to prevent and resolve local government debt risks.Based on an example of the reform exploration of an infrastructure investment and financing platform company in western area,this paper analyzes the condition of the platform company and the difficulty it faces,and proposes that the platform transformation should properly classify and dispose stock debts,rationally allocate human resources,return to the main functions of the market,and enhance its own hematopoietic function.Provides reference for the transformation and development of current local investment and financing platform companies.
