基于新加坡“公民档案管理员”项目为参考的档案资源建设路径研究

Research on the construction path of archives resources based on the project of"Citizen Archivist"in Singapore as a reference

当前我国档案馆馆藏资源存在严重的单一化问题,尤其是在机构改革后档案馆公共文化职能日益凸显的情况下,档案馆馆藏无法满足公众利用需求的现象愈发突出,因此档案馆必须探寻多元化的资源建设路径。文章通过对新加坡国家档案馆“公民档案管理员”项目的分析,发现公众参与式的档案馆藏资源建设有利于提高公民参与积极性,节约档案馆开发资源的成本,发挥档案价值。最后从公众参与模式的定位,馆藏资源构建以及参与者的素质三个方面提出公众参与模式的馆藏档案资源建设策略。

At present,there is a serious problem of single collection resources in archives.Especially after the institutional reform,the public cultural functions of archives have become increasingly prominent.The phenomenon that the archives collection can not meet the needs of the public is becoming more and more seriously.Therefore,archives must explore diversified ways of resource construction.Based on the analysis of the project"Citizen Archivist"in the National Archives of Singapore,this paper finds that public participation in the construction of archives collection resources is conducive to improving the enthusiasm of citizens to participate,saving the cost of resources development,and giving full play to the value of archives.Finally,puts forward the construction strategy of the public participation mode from three aspects:the orientation of public participation mode,the construction of collection resources and the quality of participants.
