安全责任是员工在安全生产活动中必须事先明晰并严格遵守的准则,是安全管理基础中的基础,各项管理体系、机制有效运作的前提,事故防范的根本保证。基于安全责任的重要性,分析了安全责任的含义以及落实中的常见问题,对如何开展"责任分析",结合实际工作有效推动各级人员安全责任落实,发挥安全保证作用进行了阐述。

Safety responsibility is the criterion that employees must be clear and strictly observe in safe production activities in advance, and is also the fundamental basis of safety management, the premise of effective operation of various management systems and mechanisms, and the fundamental guarantee of accident prevention. Based on the importance of safety responsibility, this paper analyzes the implication of safety responsibility and common problems during implementation, discusses how to carry out "responsibility analysis" and in connection with practical work effectively promote the implementation of safety responsibility of personnel at all levels, and play the role of safety assurance.
