摘要 党的十九大报告提出"幼有所育"新发展,中国特色儿童保育迎来构建多元供给体系的新时代。文章对知网(中文)文献就儿童保育问题的研究进展进行相关介绍。与通常综述不同的是:一是突破结构功能主义的束缚,阐述儿童保育的重要意义,并提出"双重统一"儿童保育观;二是梳理中国儿童保育的发展脉络,并结合老龄化、少子化进程不断加快的趋势,提出中国儿童保育进入多元供给再平衡以及"量"与"质"综合提升的必然规律;三是从儿童保育国际经验研究的相对集中度,理解中国儿童保育发展现状与难点,并创造性地提出"双向融合"的保育发展视角;四是运用福利多元主义理论视角,梳理出中国儿童保育服务体系构建"多元供给、混合照顾"的合理框架,提出构建供、需两大政策子系统的政策路径。 According to the CPC’s report at the 19th National Congress,“Childcare”development with Chinese characteristics is ushering in a new era of building a multi-supply system.This article introduces the research progress of childcare issues cited from literature on HowNet(Chinese version),with certain differences from general reviews.(1)It breaks through the shackles of Structural Functionalism by explaining the importance of childcare,and proposing a“Dually unified”view.(2)It puts forward the inexorable phenomenon that childcare in China is developing into multi-supply rebalancing and comprehensive improvement of both“quantity”and“quality”,by sorting out the development process of childcare in China,combined with the accelerating trend of Aging and Low Fertility.(3)It explains the current situation and difficulties of childcare in China,from the relative concentration of international experience research on childcare,and creatively raises a“Two-way Integration”perspective.(4)It proposes a reasonable framework of“Multi-supply and mixed caring”of childcare service system in China,based on the perspective of welfare pluralism,and furthermore proposes building the“Supply&Demand”policy subsystems.
