基于政策工具视角下体育助力乡村振兴的研究——以湖南省为例

Research on Sports Promoting Rural Revitalization from the Perspective of Policy Tools--Take Hunan Province as An Example

如何有效的促进“乡村振兴战略”的发展是国家和各省关注的重点,政府体育政策和乡村政策的颁布是解决问题、实现目标的重要手段,选择恰当的政策工具才能实现预设目标。本文选取8份湖南省层面与体育和乡村振兴相关的意见、规划、计划和纲要定为研究对象,通过建立基本政策工具X维度、体育Y维度和乡村Z维度的三维框架、确定分析单元、编码与归纳来分析各个政策的缺失与冲突,从而为体育助力乡村振兴的发展提供参考。

How to effectively promote the development of“Rural Revitalization Strategy”is the concern of the country and provinces.The promulgation of government sports policy and rural policy is an important means to solve problems and achieve goals.Only by choosing appropriate policy tools can we achieve the preset goals.This study selects eight opinions,schedules,plans and outlines related to sports and rural revitalization in Hunan Province as the research object.Through establishing the three-dimensional framework of basic policy tools X dimension,sports Y dimension and rural Z dimension,determining the analysis unit,coding and inducting,the lack and conflict of various policies are analyzed,so as to provide reference for sports in promoting the development of rural revitalization.
