总体国家安全观视域下的国家安全体系的发展与完善

在总体国家安全观指导下完善国家安全体系是党的十九届四中全会作出的重要部署,也是新时代完善国家治理体系的重要内容之一。完善国家安全体系,一要明确完善国家安全体系是一个不断与时俱进的过程;二要重视国家安全体系的系统性,需要科研工作者展开细致入微的研究;三要构建决策咨询机制,为完善国家安全体系提供智库保障;四要建立协同联动机制,统筹各个安全领域,促进政府、团体等各部门的联动合作;五要坚持以政治安全为根本,重视意识形态安全。

At the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China,to improve the national security system as an important part of the national governance system under the overall national security outlook is proposed.To improve the national security system,the country needs to clear that the perfection of the system is a process of changing with the times;to pay full attention to the overall,systematic and holistic national security in the new era,which requires a subtle study by the researchers;to construct the decision-consultation mechanism,which provides a guarantee to the system perfection;to construct a cooperative linkage mechanism,coordinating various security areas and promoting linking cooperation among the government,groups and other department;to adhere to the political security as the foundation and attach importance to ideological security.
