乡村振兴视阈下数字化管理的反思——基于西部S省S区返贫监测管理的实地调查分析

Reflection on the construction of digital management from the perspective of rural revitalization——Based on the field investigation and analysis of the poverty-returning detection management of S district in a western province

在打赢脱贫攻坚战后,数字化管理将成为巩固脱贫攻坚成果与乡村振兴有效衔接的有力抓手。基于西部S省S区41个脱贫村的实地调研,梳理出返贫监测数字化管理的四项工作流程,包括数据采集、录入管理、信息使用与共享和成效监督,在数字化管理过程中存在监测对象不合作、录入系统重叠、数据应用层次低等问题,主要原因在于监测对象数字化困境、基层干部能力欠佳、政绩导向的考核体系与观念。因此,应注重提升农户数字化素养,全面提升基层干部数字化能力,引导基层公务人员树立正确的政绩观并客观对待技术治理的绩效。

After winning the battle against poverty,digital management will become a powerful way to consolidate and expand the achievements of poverty alleviation and the effective connection of rural revitalization.Based on the field survey of 41 poverty relief villages in S district of S Province in Western China,this paper summarizes four work processes of digital management of poverty-returning detection,including data collection,input management,information use and sharing,and effectiveness supervision.In the process of digital management,there are some problems,such as non-cooperation of monitoring and poverty relief objects,overlapping of input systems,and low level of data application.It mainly caused by the dilemma of digitalization of monitoring object,poor ability of grass-roots cadres,and the performance-oriented assessment system and concept.This paper suggests that the country should pay attention to improving the digital literacy of farmers,comprehensively enhancing the digital ability of grassroots cadres,guiding grassroots public servants to establish a correct view of political performance,and treat the performance of technological governance prudently and objectively.
