发达国家收紧高科技领域外资流入趋势及对我国技术进步的影响

The Trend of the Developed Countries to Tighten the Inflow of Foreign Capital in High-Tech Fields and Its Influence on China.s Technological Progress

在我国实现工业化发展的过程中,对发达国家技术领域投资是我国获取外部高新技术的重要途径,但此途径目前明显受阻。本文研究发现:第一,美国、欧盟、日本正在普遍收紧高科技领域外国投资的限制;第二,在未来一段时间,发达国家投资限制的强度很可能会进一步提高,覆盖范围很可能进一步扩散;第三,投资限制呈现出不利于我国的歧视性倾向;第四,我国对美欧日高科技领域的投资已显著、迅速下降。因此,建议:第一,加强系统性的科技情报工作,知己知彼;第二,认真研究相关法案,审慎选择投资目标;第三,加强双边贸易协作,打造更高水平的战略伙伴关系;第四,调整策略,寻求技术获取及研发创新的新路径;第五,央地联动,加强国内技术创新,降低受外部掣肘的风险。

In the process of promoting industrialization in China,investment in the technology field of developed countries is an important way for China to acquire external high-tech,but it is obviously blocked at present.It has been found that:first,the United States,the European Union and Japan are generally tightening restrictions on foreign investment in high-tech fields;second,in the future,the intensity of investment restrictions in developed countries is likely to further improve and the coverage is likely to further spread;third,investment restrictions show a discriminatory tendency against China;fourth,China’s investment in high-tech fields in the United States,the European Union and Japan has declined significantly and rapidly.We suggest that:first,we should strengthen systematic information work of technology,fully understand ourselves and the others;second,we should carefully study relevant laws and carefully select investment targets;third,we should strengthen bilateral trade cooperation to create a higher level of strategic partnership;fourth,we should adjust our strategies to seek new paths for technology acquisition and R&D innovation;fifth,the central and local governments should take actions together,and strengthen domestic technological innovation and reduce the risk of external constraints.
