摘要
物有所值评价是地方政府对PPP项目进行科学决策的有效工具,是海绵城市PPP项目决策立项的关键环节,能够规范海绵城市PPP项目资格和项目特征审查,从而有效防止PPP项目违规。由于我国推行的物有所值评价尚处于试行阶段,急需对其发展态势进行分析。以中国知网(CNKI)数据库和Web of Science(WOS)核心数据库为数据来源,运用CiteSpace知识图谱软件对物有所值评价研究文献进行年度分布、机构与作者的合作网络以及关键词共现分析,基于海绵城市建设相关政策以及入库项目物有所值评价报告披露的信息,依次从定性评价、定量评价、评价时点等维度分析物有所值评价在海绵城市PPP项目中存在的问题,并提出针对性的对策建议。
Value for Money evaluation is an effective tool for local governments to make scientific decisions on PPP projects,and it is also a key link in the decision-making of Sponge City PPP project.It can standardize the qualification and project characteristics review of Sponge City PPP project and prevent PPP project violations effectively.Value for Money evaluation in China is still in the trial stage,it is urgent to analyze its research and development trend.Taking CNKI database and Web of Science(WOS)as the data sources,CiteSpace knowledge map software is used to analyze the annual distribution,cooperation network between organizations and authors,and key words co-occurrence of research literature on Value for Money evaluation.Based on the relevant policies of Sponge City construction and the information disclosed in the Value for Money evaluation reports,this paper analyzes the problems of Value for Money in Sponge City PPP project from the dimensions of qualitative evaluation,quantitative evaluation,evaluation time point,and puts forward targeted countermeasures and suggestions.
