Exploration on the Cost Estimation Tool for HIV Comprehensive Health Intervention According to Spectrum Theoretical Framework

目的:基于Spectrum理论框架和参数需求,开发人类免疫缺陷病毒(HIV)综合防治卫生成本测算工具。方法:在Spectrum软件各指标基础上进行汇总分类,形成综合预防、抗病毒治疗、母婴阻断三个领域成本测算表。邀请国家、省、市HIV干预、HIV治疗、妇幼保健、采购、财务等多领域专家对问卷进行论证和修订,并顺利完成试点城市石家庄HIV综合防治成本测算预实验。结果:基于Spectrum理论框架,研发的HIV综合防治成本测算工具,得到专业人员的认可,具有良好的适宜性。结论:Spectrum为HIV综合干预成本测算提供了一个系统全面的可供参考的基准点,该测量工具可以更加结构化、标准化地收集各类干预活动资料,提高数据的精确性和可靠性,也为各领域专家论证提供参考依据。测算框架同时对全人群HIV传播风险监测与评估体系的完善提出更高的要求。

Objective:To develop a tool for estimating the health care cost of HIV integrated prevention and treatment based on the theoretical framework and parameter requirements of Spectrum.Methods:Questionnaires of comprehensive prevention,antiretroviral?treatment(ART)and preventing mother-to-child transmission(PMTCT)are developed according to Spectrum software framework and verified by the national,provincial and local experts in HIV area.These questionnaires are used to collect data in pilot city Shijiazhuang.Results:Based on the theoretical framework of Spectrum,the developed cost estimation tool for comprehensive HIV prevention and control is recognized by professionals,which has good suitability.Conclusion:Spectrum is an integrated tool which could collect data systematically and standardly,improve the quality of the data and provide the reliable information about HIV to the policy-decision makers and the health care professionals.
