推进“放管服”改革战略,是正确处理政府、市场、社会之间关系的重大改革之举,是实现国家治理体系和治理能力现代化的重要抓手。“放管服”改革作为一项满足治理主体、治理方式和治理力度要求的有效治理实践,能够通过夯实制度体系优势、优化治理结构、强化治理功能,助推国家治理从优势到效能的转化进程。为把制度优势更好地转化为治理效能,必须坚持“六化一体”的改革路径,即常态化、规范化、精准化、智慧化、透明化、国际化,以达成“放”得彻底、“管”得科学、“服”得到位的目标与愿景。

Promoting the reform of“decentralization,management and service”is a major measure to correctly handle the relationship among the government,the market,and society and is an important starting point for realizing modernization of national governance systems and governance capabilities.The reform of“decentralization,management and service”is an effective governance practice to meet the requirements of governance entities,governance methods,and governance strengths,which can accelerate transformation of national governance from advantages to efficacy by consolidating system advantages,optimizing governance structures,and strengthening governance functions.In order to better transform institutional advantages into governance efficacy,it is necessary to adhere to six pronged reform paths,namely normalization,standardization,precision,intelligence,transparency,and internationalization so as to achieve the reform goals.
