基于层次分析法的新疆阿瓦提县驻村帮扶绩效评价

Performance evaluation of village assistance in Awati county of Xinjiang based on analytic hierarchy process

根据实地调研情况,建立包含5个一级指标和24个二级指标的新疆阿瓦提县驻村帮扶绩效评价指标体系,构建递阶层次结构模型。利用层次分析法计算得出驻村帮扶主要工作中产业帮扶工作和就业帮扶工作权重最高,是衡量新疆阿瓦提县驻村帮扶绩效的主要因素。最后,从加强政策落实、优化精准识别工作、加强产业与就业之间的帮扶合力、维持驻村帮扶效果的可持续性、提升驻村帮扶干部队伍素质建设5个方面提出了相关建议。

According to the field investigation,this study established a performance evaluation index system of village assistance in Awati county of Xinjiang,including 5 first level indicators and 24 second level indicators,and constructed a hierarchical structure model.By using the analytic hierarchy process,it was concluded that the weight of industrial assistance and employment assistance was the highest,which was the main factor to measure the performance of village assistance in Awati county of Xinjiang.Finally,the study put forward relevant suggestions from five aspects:Strengthening the implementation of policies,optimizing the accurate identifi⁃cation work,strengthening the joint force between industry and employment,maintaining the sustainability of the effect of village assis⁃tance,and improving the quality of the cadre team of village assistance.
