省籍与派系:推翻安徽教育厅长杨乃康事件研究

Provincial Origin and Faction:A Study on the Overthrow of YANG Naikang,Director of Anhui Education Department

在安徽学潮的风口浪尖,杨乃康出任安徽教育厅长。杨乃康力图整顿安徽教育,回复正轨。然而,上任不到百日,就因撤换图书馆长问题,遭到教育界反对。由于省长许世英有意袒护,加之查无实据,第一次“倒杨风波”遂不了了之。半年之后,风潮再起。桐城派、怀宁派与杨乃康关系恶化,一方面由史邦翰控诉杨乃康贪污,一方面借助省教育会等团体向省署施压。由于证据确凿,杨乃康最终被迫辞职。两次“倒杨风波”看似是杨乃康的个人操守与能力问题,但实质上是北洋政府时期省籍意识和派系观念的一个缩影。

Yang Naikang became the director of Anhui Education Department at the peak of the student tide.Yang Naikang tries to rectify Anhui education,to return to the right track.However,fewer than 100 days in office,because of the replacement of the library director,the education sector was opposed.Due to the intention of governor Xu Shiying’s protection,coupled with no evidence,the first“inverting Yang incident”was put to rest.Six months later,the trend resumed.The relation between Tongcheng faction,Huaining faction and Yang Naikang deteriorated,on the one hand by Shi Bonhan’s accusation of Yang Naikang’s corruption,on the other hand with the aid of the provincial education association and other groups’pressure on the provincial department.Yang was eventually forced to resign because the evidence was conclusive.On the surface,the two“Inverting Yang incident”seemed to be a problem of Yang Naikang’s personal integrity and ability,but in essence,it was an epitome of the provincial nationality consciousness and faction concept during the Beiyang government period.
