构建新发展格局是“十四五”时期以新发展理念为引领实现高质量发展的重大战略部署。开放大学要彰显服务新发展格局的使命感,增强服务新发展格局的适应性,提升服务新发展格局的贡献力,把握高质量发展的根本和核心、整体和主体,以及关键和底线,坚持按照高等教育教学的规律办大学、按照大学治理的逻辑促改革、按照高水平开放大学建设的共识谋发展,在开放教育、职业教育、社会教育领域不断开创学校事业发展的新局面。

Establishing a new pattern of development is a major strategic plan to achieve high-quality development guided by a new development philosophy during the 14th Five-Year Plan period.Open University should manifest the mission,increase the adaptability and improve the contribution of serving the new development pattern.It will open up new prospects for the development of the university in the fields of open education,vocational education and social education by mastering the essential and the core of high-quality development,the whole and the subject,as well as the key and the bottom line,adhering to the law of higher education teaching,conducting reform according to the logic of university governance,and promoting the development of the Open University according to the consensus over the construction of the high-level open university.
