检察机关推进县域治理现代化实证分析——以浙江省桐乡市检察实践为视角

An empirical analysis of promoting county governance modernization by procuratorial organs:from the perspective of procuratorial organs in Tongxiang City

县域治理是国家治理体系的基础性关键环节。县域治理现代化的目标包括治理方式的民主化、法治化、制度化、多元化。检察监督是提升治理能力的重要方式。检察机关参与县域治理途径主要包括:惩治犯罪、保障经济、督治生态、化解纠纷、服务决策等。县域治理现代化对检察工作主体、内容、理念、路径、模式等都提出系列新要求。检察机关具体应从促进依法治理、保障公平正义、推进诉源治理、融入综合治理、打造特色品牌等方面,为推进同级县域治理现代化贡献检察智慧和检察力量。

County governance is the basic and key part of the national governance system.The goal of county governance modernization includes democratization,legalization,institutionalization and diversification of governance methods.Procuratorial supervision is an important way to enhance governance competence.The ways for procuratorial organs to participate in county governance mainly include:punishing crimes,ensuring economy,supervising ecology,resolving disputes,and making service decisions.The modernization of county governance puts forward a series of new requirements for the subject,content,idea,path and mode of procuratorial work.Specifically,procuratorial organs should contribute procuratorial wisdom and strength to the modernization of county governance by promoting governance according to law,guaranteeing fairness and justice,promoting the governance of litigation sources,integrating comprehensive governance and building distinctive brands.
