基于“互联网+”的职业教育学分银行支撑平台设计研究

Study on the Platform Design of the National Credit Bank of Vocational Education Based on“Internet Plus”

该文结合作为国家职业教育民生工程之一的职业教育国家学分银行信息化建设工作,在借鉴国际上学分银行建设经验的基础上,分析当前职业教育改革发展特点和需要,探索了区块链、人工智能、大数据等新技术应用下职业教育国家学分银行支撑平台技术框架和应用场景,分析了关键建设内容并给出实现路径。引入“互联网+”的理念,以信息支撑平台建设为切入点,构建学习成果互认模型,支持不同职业院校之间的学分积累与转换,以及学分银行基础数据与可互认成果数据的聚类分析与模式匹配。基于区块链技术建立学习者终身学习档案,在实现去中心化的数据存储、汇聚、分享、治理和增值的同时,打造云链一体的征信体系新型“学银链”,创建机构之间开展教育协作的机制,重构职业教育领域的信任体系,形成贯穿职前、职中、职后的终身教育体系,为职业教育国家学分银行信息大平台的建设打下了坚实基础。

Based on the informatization construction of the National Credit Bank of Vocational Education as part of the national vocational education and people’s livelihood projects,this paper analyzes the characteristics and needs of the current reform and development of vocational education on the basis of the experience of international credit bank construction,explores the technical framework and application scenarios of the national credit bank supporting platform for vocational education considering the emerging technologies such as blockchain,artificial intelligence and big data.Moreover,this paper analyzes the core construction components and demonstrates the design of the implementation plan.By introducing the concept of“Internet+”and starting from the construction of information supporting platform,a learning outcome model that enables mutual recognition is established to support the credit accumulation as well as conversion among different vocational colleges,the clustering analysis and pattern matching between the essential data of credit banks and the mutually recognized learning outcome data.Based on the blockchain technique,a learner’s profile of lifelong learning is established so as to create a new chain of academic credit bank which is a credit information system that integrates the blockchain with cloud.while implementing the decentralization of data storage,data convergence,data sharing,data governance and data appreciation,and establish the cooperation mechanism across educational institutions,reconstruct the trust system of vocational education,form a lifelong education system that covers the pre-service,mid-service and post-service,and laying a solid foundation for the construction of the national credit bank information platform for vocational education.
