Building the People-centered National Governance Model of Socialism with Chinese Characteristics

从政治经济学的角度来看,铸就当代中国制度变迁与经济发展的国家治理模式,使其既具备现代国家治理的一般特征,又在制度属性和价值导向上呈现出鲜明的中国特色,是当前面临的重大理论与实践问题。本文认为,中国特色社会主义国家治理模式是中国共产党领导的特色社会主义制度下的国家治理模式,它是现代国家治理模式在中国的创新与发展。这一模式的核心特征和本质属性是坚持中国共产党的领导,其内在逻辑和运行机理是以人民为导向,通过发挥中国共产党在整个国家治理体系中统领全局、协调各方的作用,形塑支撑经济发展、满足需要、提升人民幸福的整体性制度结构和社会经济运行体系。新时代要进一步完善和优化以人民为中心的制度安排,构建“党-政府-市场-社会”四元一体良性互动的现代国家治理模式,推进中国特色社会主义国家治理体系和治理能力现代化。

From the perspective of political economy,it is a major theoretical and practical issue to cast the state governance model of contemporary China's institutional change and economic development,which not only has the general characteristics of modern state governance,but also shows distinct Chinese characteristics in the system attribute and value orientation.This paper holds the view that the model of national governance of socialism with Chinese characteristics is the one that is of national governance under the system of socialism with the leadership of the Communist Party of China,and it is the Chinese innovation and development of modern state governance model.Its core and essence are to uphold the leadership of the Communist Party of China.Its internal logic and operational mechanism is people-oriented and it should play the role of the CPC in guiding the overall situation and coordinating the role of various aspects of the whole national governance system,shaping integrated institutional structure and social economic operation system of supporting economic development,meeting demands and enhancing people's happiness.In the new era,we should further improve and optimize the people-centered institution,build a modern national governance model of a synergy of quad of"party-government-market-society"and promote the modernization of national governance system and governance capacity of socialism with Chinese characteristics.
