Downward Shift of Autonomy and Administrative Devolution:Adjustment and Balance of Autonomy and Administration of Village Governance

以自治下移和行政下沉为主要特征的农村基层组织建设改革是适应农村现实状况的积极探索。自治下移旨在探索适合的村民自治单位,行政下沉是为了建立行政事务的承接机制。村级治理单元改革,需要在村级事务的行政化与自治性之间保持平衡,应正视日益多样的行政事务,也应重视保持村民自治空间。在完善基层服务与管理的同时,防止行政挤压自治,避免自治消解。

The reform of rural grassroots organization construction,which is characterized by the downward shift of autonomy and the devolution of administration,is an exploration to adapt to the actual situation in the country⁃side.The purpose of shifting autonomy down is to explore suitable villagers’self-governing units,and the ad⁃ministrative devolution is to establish a mechanism for administrative affairs.The reform of village level gover⁃nance requires the balance between the administration and autonomy of village level affairs.Besides,the increas⁃ingly diverse administrative affairs should be taken seriously,and attention should be paid to maintaining the space for villagers’autonomy.While improving grass-roots services and management,administration from squeezing autonomy should be prevented and the dissolution of autonomy avoided.
