摘要
近年来事业单位改革通过绩效工资、合同制、养老金并轨等措施进一步深化了其管理体制、运行机制等方面的改革。随着改革的深入,青年职工已经逐渐转变为事业单位主力军,他们普遍具有较高的文化层次及专业技术水平,承担着单位中大量的基础工作,当前正值改革大潮,各项事业突飞猛进的同时,也暴露出了一些问题,其中公益一类事业单位的青年职工就存在着一些共性的、突出的思想问题。该文以中国疾控中心及其直属单位(简称疾控系统)为例,通过对青年职工的思想动态及个人发展瓶颈进行分析,进而在用人机制、领导者思维、文化建设等方面提出相应建议、对策。
In recent years,the reform of public institutions has further deepened the reform of its management system and operating mechanism through measures such as performance wages,contract system,and pension integration.With the deepening of reforms,young employees have gradually transformed into the main force of public institutions.They generally have a relatively high cultural level and professional and technical level,and they are responsible for a large amount of basic work in the unit.The current reform is in full swing and various undertakings are advancing by leaps and bounds.At the same time,some problems have been exposed.Among them,there are some common and prominent ideological problems among young workers in public welfare institutions.This article takes the China Center for Disease Control and Prevention and its directly affiliated units(referred to as the CDC)as an example to analyze the ideological dynamics and personal development bottlenecks of young employees,and then put forward corresponding suggestions and countermeasures in terms of employment mechanism,leadership thinking,and cultural construction.
