佛山市南海区公立医院公共卫生职责和绩效考核探讨

Discussion on Public Health Responsibilities and Performance Evaluation of Public Hospitals in Nanhai District,Foshan City

目的明确新时期公立医院公共卫生工作职责和任务,完善绩效考核评估。方法采用文献查询、实证研究、德尔菲专家咨询法开展公立医院公共卫生工作职责和绩效考核研究。结果①2019年10—11月笔者通过德尔菲专家咨询法明确公立医院承担以下12项公共卫生职责:健康教育、传染病疫情和突发公共卫生事件信息报告管理、重点疾病监测与报告管理、预防接种服务管理、妇幼卫生服务管理及妇幼卫生信息管理、职业病管理、放射防护管理、死因监测、爱国卫生、食源性疾病管理、基本公共卫生、院感等。②通过德尔菲专家咨询法构建《2020年公立医院公共卫生工作考核评分标准(试行)》,包括12个一级指标、45个二级指标,内含11份对应职责考核细则。③撰写《南海区医疗机构公共卫生工作手册》提供简明可操作的项目职责并配流程图、整理现行相关文件规范依据170份。结论公立医院履行公共卫生职能是新医改的迫切要求,需要不断探索更多有益的做法和经验。

Objective To clarify the public health responsibilities and tasks of public hospitals in the new era,and to improve performance appraisal.Methods Using literature search,empirical research,and Delphi expert consultation method to carry out public hospital public health duties and performance evaluation research.Results 1.From October to November 2019,the author clarified that public hospitals shall undertake the following 12 public health responsibilities through the Delphi Expert Consultation Law:health education,infectious disease epidemic and public health emergency information report management,key disease monitoring and report management,and prevention vaccination service management,maternal and child health service management and maternal and child health information management,occupational disease management,radiation protection management,death cause monitoring,patriotic health,food-borne disease management,basic public health,hospital feelings,etc.2.Construct the"2020 Public Hospital Public Health Work Assessment and Scoring Standards(Trial)"through the Delphi Expert Consultation Method,which includes 12 first-level indicators,45 second-level indicators,and 11 corresponding responsibilities assessment rules.3.Compile the"Public Health Work Manual of Medical Institutions in Nanhai District",provide concise and operable project responsibilities with flowcharts,and sort out 170 copies of current related documents and norms.Conclusion Public hospitals perform public health functions as an urgent requirement of the new medical reform,and need to continuously explore more useful practices and experiences.
