摘要
低龄老年人作为老年群体中尚有余力且人力资源开发潜能巨大的存在,其群体价值不可忽视。依据余力理论,当前我国低龄老年人力资源开发存在观念、素质、社会参与和法规政策等多重困境。开发低龄老年人力资源,维持低龄老年人能量与负担的相对平衡,可从观念转变、教育扶持、措施激励、规则制定等入手,利用多方合力来解决我国当前低龄老年人力资源开发所面临的难题。应完善我国低龄老年人力资源开发相关的配套政策法律措施,转变社会观念,重塑老年人社会形象;进一步加大老年教育资源供给,拓宽老年人受教育途径;实施适老就业激励措施,鼓励企业积极参与低龄老年人力资源开发;设立老年社会保障和就业专项基金,提升我国低龄老年人社会保障和就业支出水平。
As a group of young elderly having spare capability and huge human resource development potential,the group value of the young elderly can not be ignored.According to Margin Theory,there exists multiple problems including concept,quality,social participation,laws and policies in the human resource development of the elderly people in China.To develop the human resource of the young elderly and maintain the relative balance of the energy and burden of them,we can start with concept transformation,education support,measure incentive and rulemaking,making use of the joint efforts of various parties to solve the problems confronted by the human resource development of the young elderly.It is necessary to improve the supporting polices and legal measures related to the human resource development of the elderly people in China,transforming social concepts,and reshaping the social image of the aged;further increase the supply of education resources for the elderly people,and broaden the education channels;implement employment incentive measures,and encourage enterprises to participate in the development of human resource;set up a special fund for social security and employment for them to improve social security and employment spending for the young elderly in China.
