摘要
新冠肺炎疫情期间,上海出台了一系列人社政策稳企业、稳就业、促发展。本研究综合运用文献研究、问卷调研、实地走访、座谈访谈等方法,深入了解新冠肺炎疫情背景下上海企业的生存情况及遇到的主要困难,梳理了上海在疫情不同阶段出台的人社政策,结合政策受众的评价反馈,对政策的实施效果进行评估。调研表明,在人社政策的扶持下,上海企业的总体复工复产情况较好,大部分企业的用工规模保持稳定、复工复产有序进行、企业营收逐步回升、企业发展稳中向好。但有关政策在资源分配、标准制定、材料申请、政策宣传等方面也存在不足,给企业享受政策带来不便,也对财政和社保基金造成较大压力。优化疫情形势下的企业扶持政策,应加强长效扶持、提升信息联动、增强宣传力度、优化申办流程、做好跟踪研究。
During the epidemic of COVID-19,Shanghai issued a series of human and social security policies to protect enterprises,stabilize employment and promote development.In this study,by using the literature research,questionnaire surveys,field visits,discussion and interview,etc.,the survival of Shanghai enterprises and main difficulties encountered in the context of COVID-19 are studied,and Shanghai’s human resources and social security policies at different stages of the epidemic are summarized;in combination with the evaluation and feedback from the policy audiences,the implementation effect of the policy is evaluated.The surveys show that,with the support of human resources and social security policies,Shanghai enterprises have better overall resumption of work and production,most enterprises remain stable scale of employees,resume work and production orderly,gradually recover revenues,and maintain a momentum of steady and sound growth.However,these policies have deficiencies in the resource allocation,standard establishment,material application,policy publicity,etc.,which bring inconvenience to enterprises to enjoy policies,and put great pressure on finance and social security funds.In order to optimize enterprise support policies under the epidemic situation,it is necessary to strengthen the long-term support,improve information linkage,enhance publicity,optimize the process and implement tracking study.
