印度尼西亚公务员管理改革:措施、问题与方向

摘要 公务员管理现代化是国家治理现代化的重要内容,印度尼西亚在我国周边外交中具有重要地位,其改革经验和问题能够为我国现代化建设提供参考。文章通过分析印度尼西亚公务员制度现状,探究公务员管理改革的必要性及改革措施,得出印度尼西亚改革成效不佳的原因在于公务员内部腐败的组织文化和外部政治选举的阻碍的结论,提出印度尼西亚可以将加强职业道德建设和发展电子政务等方面作为改善方向。 The modernization of civil service management is an important part of the modernization of national governance.Indonesia holds an important position in China's diplomacy with neighboring countries,whose reform experience and problems have reference value for China's modernization.By analyzing the current status of the Indonesian civil servant system,and exploring the necessity and reform measures of civil servant management reform,it is concluded that Indonesia's poor performance is due to the corruption of the civil servants'internal organizational culture and external political elections.It is proposed that measures such as strengthening professional ethics and developing e-government and other aspects can be adopted as the improvement direction in Indonesia.
