摘要 高校突发事件管理是高校治理环节中的重要一环,管理成效反映了高校的治理水平。文章基于4R危机理论的视角,从危机缩减、危机应对、危机反应、危机恢复四个阶段来揭示高校突发事件处理过程中的短板效应。做好突发事件应对,完善应急管理体系,增强危机预控能力是根本;畅通信息沟通渠道,完善联动决策机制是关键;建立善后安抚机制,完善危机评估机制是基础。 The management of emergencies in colleges and universities is an important part of the governance of colleges and universities,and the management effect reflects the governance level of colleges and universities.Based on the perspective of the 4R crisis theory,this article reveals the short-term effects in the handling of emergencies in universities from the four stages of crisis reduction,crisis response,crisis response,and crisis recovery.The foundation is to deal with emergencies,improve the emergency management system,and enhance the ability to control crisis;the key is to smooth information communication channels and improve the linkage decision-making mechanism;and the base is to establish a aftermath and pacifying mechanism,and improve the crisis assessment mechanism.
